1) I think it was Krypto on one of his time travel adventures to find the perfect bone.
2) As MichaelRbn has said, it's Dev-EM
3) I think he's done tons. He sat on a parole board and denied the early release of Lex Luther.

5)Lady Justice (the statue associated with the Department of Justice). The woman holds the scales of justice and is blind. I'm not sure about this one though.

I believe that was Superboy himself, in "Benjamin Franklin's Super-Reporter", from Adventure Comics # 296 (May, 1962).


2. I was a teenage hoodlum on Krypton before reforming and becoming a member of the Counter Intelligence Corps in the 30th Century. Who am I?

Of course, Dev-Em, introduced in "The War of the Superboys", from Adventure Comics # 287 (Aug., 1961).


3. What civic function did Pa Kent perform?

As Anonymous pointed out, Pa Kent performed many of these, but you probably mean his turn as a member of the local parole board, as seen in "Lex Luthor and Clark Kent: Cell-Mates", from Adventure Comics # 301 (Oct., 1962).


4. Who saved Superboy from certain death at the hands of the Kryptonite Kid?

That would be Master Mxyzptlk, as seen in "The Dreams of Doom", from Superboy # 83 (Sep., 1960).


5. To stop girls from mooning over him, who did Superboy claim was his ideal girlfriend?

Cleopatra, as seen in "Superboy's Romance with Cleopatra", from Adventure Comics # 291 (Dec., 1961).
